- Imposed a Tough Curfew Law:In 2004, Brown passed a strict curfew law requiring criminals on probation for serious offenses to stay off the streets between 9 p.m. and 6 a.m.
- Successfully Upheld 3 Strikes Law: Brown was a leader in the fight to defeat Proposition 66--an attempt to dismantle California's three strikes law and release thousands of dangerous criminals onto California's streets.
- Shut Down Auto Sideshows: Brown ordered his police department to shut down dangerous and illegal automobile “sideshows” on the streets of Oakland. During this crackdown, Police officers issued 6,997 traffic citations, made 920 arrests, and confiscated 34 firearms and 21 stolen vehicles. Brown’s crackdown virtually eliminated this dangerous practice from the streets and contributed to his dramatic crime reduction efforts.
- Protected Police Officers and Firefighters: Brown passed a law increasing the penalties for assaulting a police officer or firefighter with a gun.
- Faster Police Response Times:Under Brown’s leadership, Oakland upgraded the 911 Fire Dispatch Center and Police Department and completed renovation of the Eastmont Police Precinct to enable faster Police response to a wider area.
- Prevented Liquor Sales to Minors: Under Brown, the Oakland Police Department has collaborated with the Department of Alcoholic Beverage Control to organize youth decoy operations to ensure that liquor stores do not sell alcohol to minors.
- Championed Operation Impact: Brown backed “Operation Impact” an aggressive crime sweep program run by the California Highway Patrol and the Oakland Police. The results have been dramatic—serious crimes went down 6% and other crimes went down 28% as a result of this program.
Prevention: Stopping Crime Before it Starts
- Introduced Early Intervention Program: Brown developed an innovative early intervention program to support the families of youth who are apprehended by law enforcement. Under the program, youth who are picked up by the police are required to undergo counseling with their families. This program expands the support network for at-risk youth to include counselors and social workers rather than just law enforcement officials.
- Intervened with Parolees:Mayor Jerry Brown realized that thousands of parolees were being released into Oakland with $200 and no guidance or support structures. Many of these parolees immediately returned to a life of crime and were soon back in jail. To address this issue, Brown developed an intervention and training program in collaboration with California Corrections Department, parole officers and the Oakland Police Department. Parolees are now closely monitored, provided drug abuse counseling, and given career guidance and job training. At Brown’s urging, state prisons are introducing these successful programs up to one year before prisoners are released back onto the streets of Oakland.
- Prioritized After School Programs: Brown knew that any serious effort to reduce crime starts by keeping kids off the streets. That’s why Brown made after-school programs a budget priority for his administration. These efforts enabled Oakland to launch the most comprehensive after-school program in the city’s history.
- Expanded Domestic Violence Centers: Brown expanded domestic violence centers to assist victims of domestic violence.
- Established Homeland Security Preparedness:
Under Brown’s leadership, Oakland became one of America’s top cities in homeland security preparedness. The Oakland S.W.A.T.
