- Constructed Emergency Operations Center: The Office of Emergency Services (OES) played a leading role in the first statewide, full-scale emergency exercise held in November, 2005. Oakland received high marks for its responsiveness to simulated terrorist strikes.
- Participated in Nation's First Regional Plan: OES has been a participant in the Oversight & Planning Committee for the first Regional Emergency Coordination Plan for the State of California--the first of its kind in the nation.
- Updated Emergency Plan: Oakland meets the State's SEMS compliance and has updated the City's Emergency Plan to respond to natural disasters and terrorism.
- Urban Search and Research Team: The Urban Search and Rescue Teams was used to assist during 9/11, Hurricane Katrina, Hurricane Rita, and the Atascadero floods.
- Public Alert and Warning Sirens: Under Brown, the City of Oakland Installed 27 Public Alerting and Warning Sirens designed to improve disaster preparedness.
- Improved Fire Safety: Under Brown, the City of Oakland upgraded the 911 Fire Dispatch Center and rebuilt Fire Station 8.
Emergency Response and Disaster Preparedness
- State of the Art Ocean Container Screening: Under Brown's leadership the Port of Oakland became the first major container port in the United States to have completely installed Radiation Portal monitors that screen every container from a foreign country for dangerous materials.
- State-of-the-Art Intrusion Detection System: The Oakland Port has installed a state-of-the-art Intrusion Detection System with security cameras installed in every terminal, around the perimeter of the port, and even on cranes. These cameras are equipped with motion activation and electronic time-stamping.
- Bolstered Emergency Response Infrastructure: The Oakland Port developed infrastructure for emergency response which includes deployment of Mobile Traffic Barriers and coordinated Portable Lighting and Signage.
- Disaster Response Interoperability: To optimize emergency response, the Oakland Port outfitted all Marine Patrol Boats to collaborate with the Oakland Police Department and the Port's Emergency Operations Center. This process ensures interoperability between all departments' telecommunications systems.
Port Security
- Sophisticated Access Controls: To maximize public safety, The Oakland International Airport also introduced a sophisticated access control system which requires employees to submit fingerprinting and a 10-year background check before accessing the airport's most sensitive operations.
- Established Marine Security Zone: In collaboration with the Coast Guard, Transportation Security Administration, and San Francisco International Airport (SFO), Oakland International Airport permanently established a Marine Security Zone banning the entry or anchoring of any unauthorized vessel within 200 yards of the airports shoreline. Security officials monitor the security zones 24-hours a day. Oakland International is the first west coast airport to establish a Maritime Security Zone, demonstrating its commitment to public safety and security.
Airport Security:
Cutting Edge Baggage Screening: Under Brown's leadership the Oakland International Airport secured $11.25 million in grant funding to upgrade baggage security screening systems and to install cutting-edge Explosives Detection System (EDS) machines. This enhancement allowed the Transportation Security administration (TSA) to efficiently process more baggage and to do the job more quickly.
